Sahil isn't only Isse Muuse, for example in the last golaha deegaanka elections, Berbera golaha deegaanka is 21 xildhibaan, 5 HJ 3 HY, and 12 Isse Muuse, that's more like almost 50%/50%.
There will be more candidates in this parliament election, so don't who is who.

In all of Saaxiil all the top positions are held by Ciise Muuse with the exception of the governor which is normal for all SL , both H.J and H.Y are given the deputy position .

If you divide the total votes in a region by the number of seats allocated a few things become obvious. For one Awdal is not underrepresented because it’s ratio of votes to seats is less than both Maroodijeex and Togdheer. If they want more then both these states are within their right to ask for more. Maroodijeex is treated most unfairly by the allocations

The problem lies with the number of seats allocated to Sool, Sanaag and especially Saaxil as Dr X pointed out. What makes Saaxils case different to Sool and Sanaag (other than the fact that it has the most favorable ratio compared to all states) is that it’s dominated by one sub clan. Where as Sool and Sanaag are multi-clan. Sool has a much larger population than Saaxil but a large portion of the population doesn’t vote (their lose I guess). If we assume that Sool and Sanaag were given a disproportionate number of seats to ease tension with the inhabitants then what is the reason for Saaxils even more disproportionate allocation?
As for your argument that because the port is there and it’s big contributor to government coffers it deserves more. Well that doesn’t make sense because the port is a national asset. You could possibly argue that if they are the only users of the port and taxes are only collected from them which isn’t the case.
If we go by th most recent election where 703k votes where cast nationwide we can work out what a fair allocation would be for each region.
703000\93 seats would mean a that each MP seat granted should weigh 7559 votes. Using this formula a fair system would be as follows:
Maroodijeex: 33 seats
Togdheer: 20 seats
Awdal: 13 seats
Sanaag: 11 seats
Sool: 8
Saxiil: 8
Based on this formula you see that some states have been hard done by and others have been favored. Awdal has no right to complain. When it comes to those that have too much then Saxiil is the biggest offender. It has 6 MPs over its fair representation. I say saxiil because with sanaag and Sool (even though it’s a fault of their own) there is atleast a population there that might merit the numbers even if they don’t vote. With Saxiil there is no such excuse.

Awdal has 10 times more population then Saaxil. Why not just give Ciise Muuse and Zubeeria a quota of 14 and be honest, why the act? Saaxil is synonymous wih Ciise Muuse , the few H.Y and H.J that are in Saaxil have long agp gave up competeing for anything , since everything is given to Ciise Muuse for the last 25 years, first by Cigaal who created this xaaraan-gobol for his clan and then Riyoole and Badhibadhi and then througout the years of Siilaanyo mentored by Amina Waris in all ciise-muuse affairs and now they have their own Zubeeria president Biixi.
Sanaag with 14 mps will be divided along Daarood Vs Isaaq and so is Sool, not Saaxiil which is basically 80% Ciise Miise with 20% Hy and HJ. tottaly unfair.
