You don't get it the mayor of Burco is only announcing what the moral police from the ministry of religion decreed. And the ministry of religion is located in Hargaysa and also the headquarter of the religious police is located in Hargaysa , but in Hargaysa one can go to restaurant and have men and women singing together , dancing together etc, and both religion ministry and their bearded dogs the religious police cant do shit.You've answered your own question.....Hargeisa is Hargeisa and Burco is Burco.
