Its published in French so its almost certainly taken in the Djibouti region.......I'd say they're most likely Ciise or Gadabursi.

It might be in French but these pictured are not Ciise or Afar. The dress of Ciise was different from most somalis ,

Perhaps the attire was changing.....at the back end of the 19th century the US was flooding the region with cotton.......replacing British imports.
