By introducing the PM position, JSL can learn from Somalia by giving the President the unilateral right to sack the PM. The President and PM should be given to different Isaaq subclans, one from the east and the other from the west. Our country needs a strong president as Head of State in order to bring about development and stability.routince conflict between pm n prez is wut's weakening the ex italian colony's federal government. but i do believe Somaliland should increase representation for east. especially for Dolbahanta. n Wasakhgalis when they stop their treasonous conduct
better yet. get rid of presidency. just PM n speaker of parliament. n gurti
successive gornments bin ignoring tha east. even Silanyo ignored east. Somaliland outreach in east was strongest under Rayale. kept getting worse n worse since
has to be 2 different clans for percieved inclusivity n fairness. 1 isak 1 non isak shouldn't have to be that way but u know how law turnout was in east Badhan. too many of tha non Isak refuse to compete in their democratic government. n lately this administrations that came after Rayalle didn't have a comprehensive east policyBy introducing the PM position, JSL can learn from Somalia by giving the President the unilateral right to sack the PM. again there shoulnda bin no tribalism but there is. so u gotta do maintain that tribal balance. tha best way to decrease tribalism is to have a PM selected by a parliament, all elected from single tribe constituencies. that way u get 3 candidates from 3 parties bu all 3 candidates from that constituency r tha same tribe^ but unlike neighbouring Somalia, SL has an absolute majority of its citizens who come from just one single clan (Isaaq) hence why minorities are not that important. Also we should always strive to make Isaaq internally unified hence why both President and Prime Minister jobs in JSL should be given to two different Isaaq subclans. We shouldn't appease minorities nor take a soft line on our country's sovereignty and territorial integrity.
Minority will never have a veto on the wishes of the majority. Never
There won't be any rivalry between the president and the prime minister if the president has the power to sack the prime minister. We don't need prime minister. It will only bring rivalry between the top guys. Just like the qadaadweyn. Biihi is going out and HJ already decided to ride the HY ceeb . Biitchs never get loyal for any body. HJ is the definition of gold digger . The president knows HJ dropped him down that's why he is mad . Say hello to our new president cirro. I think change is good for our country.
The president Will always use the prime minister as scapegoat to cover up his failures. So he Will appoint and oust many prime ministers . This it self Will create a lot of problem between them. As the former prime ministers may try to take revenge on him. We don't want too many dogs at the top . I don't like cirro personally but it seems he is going to be the next presiden. Currently cirro has more peaple behind him compare to our president. I don't see handarab surviving, our system is very predictable , if you see two habar making out it's over for the other habar . HJ and HY done their bed waxba kama qaban karnoThere won't be any rivalry between the president and the prime minister if the president has the power to sack the prime minister. We don't need prime minister. Cirro is worse than Bihi, why can't some of my HJ brothers see this. As a Garhajis man I support Bihi more than my two uncles
^ Major ex ministers like a former foreign minister can also get revenge on the president after he's sacked. A weak prime minister is no more powerful than the top ministers in cabinet practically speaking
Somaliland should be a half democracy half dictatorship, just like Morocco even though we are a Republic. SL should have a president that rules for many decades but allows the parliament and the weak prime minister to be freely elected in multiparty elections^ Major ex ministers like a former foreign minister can also get revenge on the president after he's sacked. While for example our ministers of interiors are powerful their power is still restricted to the security they cannot fk with the big boss . The prime minister position is more powerful he is basically the head of the executive. He is the boss for all except the president. Prime ministers control both the treasury and the police. Add that with some charisma, laandherenimo and ambition the prime minister can easily overshadow the president.
Our peaple don't have the patience to tolerate that. Even 8 years is too long for them . We should have one term for the president for 6 years . In this way we can maintain stability and the president won't waste his time to focus on his re-election. We should also empower naagaha and populist leaders from the minority clans. If we see any potential leader from the small clans we should pray behind him .Somaliland should be a half democracy half dictatorship, just like Morocco even though we are a Republic.
