First off, Puntland isn't a country, but a state within a country. When talking about quality of life standards in Somalia, you must understand that there is a hierarchy ( with Puntland being at the top). Nonetheless, we are doing a whole lot better than places like Gedo and Cabudwaaq socially, economically, and politically (etc..) speaking.
If I decide to go to Puntland today, I can fly to Dubai and take a plane from there ( albeit, not on the best of planes..but still). Now if you decide to go to Gedo/Cabudwaaq, you need to either fly to Kenya or Puntland and take a pick up truck or a bus on drive on a dirt road to end up at your final destination..that is if you don't end up getting shot, robbed, or killed on the way there.
