Actually, its been put into a proposal that by 2012 the major cities in Puntland will have issued Id cards to the population, and entered them into an electronic data censor system. They have already secured the funding for this and are just waiting for the administrative side of things to pick up. The incentives according to the Minister I got to ask was that they'd step up on their game of welfare to the sick, elderly, and families that cannot afford to feed their kids, in return of having them get registered into the system. For the younger people, this would be issued through the education facilities, and the middle-aged all the businesses and self employed sending their employees to get a little bit of money back when paying taxes and such. Its not possible to have everyone registered, but once they have at least a majority, and they can continue this process, and it might just lead something worthwhile for the population.Since Somalia Has no Gov, and no State ID's, a simple 'Warya yaad tahay' will suffice for Puntland now, lol.
