Somalia: Puntland VP opens training for second batch of 220 marine recruits

The vice president of Somalia's Puntland government has officially opened training for the second batch of marine recruits, Radio Garowe reports.

Gen. Abdisamad Ali Shire, Puntland's vice president and currently Acting President, attended the opening ceremony Wednesday along with Security Minister Gen. Yusuf Ahmed Kheir and Ports Minister Said Mohamed Rage.

Local reports said U.N. officials based in Puntland's port city of Bossaso also attended the opening ceremony as observers, including the UNICEF officer in Bossaso.

Speaking at the ceremony, Vice President Shire told the 220 new recruits to take advantage of the training in order to help protect Puntland's shores from pirates and illegal fishers.

"I am happy to attend the opening ceremony for the second batch of Puntland marine recruits. This anti-piracy will fight against pirates, illegal fishers and human smugglers in Puntland waters as well as Somali territorial waters," Puntland Vice President Shire said at the opening ceremony.

He stated that international media reports expressed "concern" about the anti-piracy training for Puntland marines, but underlined that Puntland's government should "not be criticized for helping itself."

"We appealed to the international community to help us build an anti-piracy force numerous times, but no one helped us…Puntland should not be criticized for helping itself," VP Shire stated.

The training is being provided by a Uganda-based private security firm, while the funding comes from a yet-unannounced Muslim nation allied to Puntland.

Furthermore, Puntland's vice president stressed that the new Puntland Marine Force "is not a threat" to any legitimate authority in Somalia or in the Horn of Africa sub-region.

His comment was an indirect response to senior officials from Somaliland's separatist government who have complained that Puntland is training forces to threaten Somaliland, which invaded parts of Puntland region in 2007 and seized control of the strategic town of Las Anod.

The first batch of Puntland marines completed training last week. When complete, the 1,050-strong anti-piracy force will be equipped with 120 trucks, speedboats and patrol aircraft, according to an Associated Press report.

Located in northeast Somalia, Puntland declared itself a federal autonomy in 1998. The region has been relatively stable, with peaceful elections, its own government, constitution and security forces.

1050 completed the training this week and 250 men started the training yesterday, so after several weeks we will have 1300 trained soldiers, that's roughly 1/6 of amisoms manpower. There is a reason why our neighbours were crying...
