Please note the argument that puntland cannot import weapons is misunderstood. Puntland cannot important weapons from states but that doesn't apply to businesses or companies who are not state actors they are business people and saracen is security business its not a governmnt or a state.

The command center will be in bosaso but they will be divisions based in each of regional capitals. Nugal they will have division in garowe and take care of the nugaal coastal waters, in mudug galkayo and take care of the coastal areas when things happen. In Bari its bosaso which will take care of bari and sanaag area it will probably have the most stationed there. I am assuming thats how they will do it it could be totally different. I just dont picture them living out in eyl, garacad, bayla and small towns for long periods of times. I think they will be located to where each coastal city capital is and shoot up and down when required.
