Good news. Any "contract" should def. come with a job creating opportunity FOR THE LOCALS in mind, though. If the locals are thought of as incapable for doing the work, there should still be a prerequisite for training/teaching them and advising them throughout, and never settling for the foreigners to build things from start to finish! This way investment will at least be different from money received from donation communities, and employment will help eliminate poverty!
