The agreed upon Garowe II system of government

On the establishment of new federal states the Garowe II principles ups a notch; on top of the already existing provision of two or more regions, it also requires the new Somali federal parliament's approval.
As for which system of government Somalia will have, the country is to adopt a parliamentary system and as for the executive power, the president is strip off of that power and given to the prime minister.
