Puntland suspends cooperation with the Federal Government

President Farole gave the keynote address on 1 August celebratory event held at Puntland State House in Garowe marking 15 years since Puntland’s statehood was founded in 1998.

The Puntland leader spoke at length about the process to establish the Federal Government in Mogadishu, noting the sacrifices of life and limb made to ensure Somalia had a functioning national government.

He says, the federal constitution is the fundamental thing that keeps Somalia together. Without the constitution, Puntland is not married to Mogadishu; Puntland is only married to its state constitution.

Continuing to the crowd's applause, the President then declared: “Puntland will suspend all cooperation and relations with Somali Federal Government until the country’s genuine federal constitution is restored. Puntland does not recognize the tampered constitution the Federal Government now uses and Puntland does not recognize any law passed by Federal Parliament using the tampered constitution. Puntland considers the tampered constitution as Mogadishu regional government's constitution, not Somalia's federal constitution.”

Horta no hating but if Faroole is the guardian of Federalisms isn't he himself violating it. In the constitution it says 2 or more pre 91 regions may join last time i looked on a map Puntland is 2 1/2 :?

Pre 91 Mudug in the federal constitution either belongs to Punland or its worser violator Galmudug who is taking forever to actually turn that name into a reality so kindly sort it out :demonic:

Galmudug should just merge with Ximan & Xeeb and some of the other smaller southern administrations, like the SFG Interior Ministry recommended. Constitutionally, that's the only way it can become an official Federal Member State.

Puntland, of course, already is a state. It could outright secede if it wanted to since it is largely co-extensive with the sovereign Majeerteen Sultanate. But as one of the principal architects of federalism in Somalia, it wouldn't be in Puntland's interest to simply ignore what looks to have been unilateral amendments made to the federal constitution.

Hurdaye was appeasing Puntland if i recall it he said this in Garowe or righ after :notsure: but what if Galmudug ximan iyo xeeb and ASWJ team up to complete the name and then come for North Mudug :-|

^It's doubtful those little administrations would dare claim Puntland territory. If I'm not mistaken, Mudug was also part of the actual agreement that Shirdon signed with the Puntland authorities while in Garowe.

Galmudug + with ASWJ/Puntland were signatures of Federalism where Galmudug was recognized as a state under Growe II so i doubt Hurdaye got the power to change it the guy can't even control the up and coming Kismayo.

This is exactly what i'm talking about bro this do as i say not as i do bullshit is not on either we all abide by federalism or F federalism no to Puntland/Galmudug special :win: privileges. :down: :up: :som:

I hear you sxb, but Galmudug's president and signatory during the Garowe I & II agreements was Mohamed Ahmed Alin. He was shortly afterwards “voted” out of office by some regional legislators, and replaced with the warlord Qeybdiid. So the current Galmudug leadership is not the same one that participated in the federalism talks.

As weak and ineffectual as Galmudug's previous administration was, the present one is an even greater security liability for Puntland. The targeted assassinations of Puntland public officials in north Galkacyo have only intensified since the change in leadership. This is because the moryaan know that they can always find safety in the southern third of the city, which Galmudug only nominally administers.

It's the same thing with piracy. Look at this 2010 list of pirates and their places of birth. They're almost all originally from the south, especially the Mogadishu area. The few that were born in the north are mainly from Galkacyo, and it's clear which part.

If Puntland were to administer Mudug as a whole, the entire province would be a lot more stable because the Puntland security forces would see to it. The only problem with this is the fact that Mudug consists of two separate degaans: northern Mudug is a Harti stronghold, while southern Mudug is a Hawiye stronghold. Instead of gambling that the Habar Gidir would be alright with living under Puntland jurisdiction (judging by the fuss over the renaming of Galkacyo Airport – which Puntland runs – it's doubtful that they would), the most prudent solution would be to simply divide the province at the federal level along the clan fault-lines. Potential conflict is avoided this way since the degaan principle would be respected. Galmudug would also be free to merge with Ximan & Xeeb, etc. without having to give up any territory or claim areas under Puntland jurisdiction.

It's win-win. :up:
