While a multi-state solution in the central regions does not preclude economic cooperation inline with what AW252 proposed above, (in fact it would encourage it with many commercial hubs, Sacad build up Hobyo, Saleebaan build up Cadaado, Cayr build up Dusamareeb) the natural center for a central regions capital is Xarardhere. Every clan lives there, no clan dominates, it's centrally located (especially if Abgaal are included in a pan-Hiraab state) and it can also serve as a port.
This would also solve the problem where every single state declared in the central regions (Mareeg, Galmudug, Ximan and Xeeb, etc) have all claimed Xarardhere and it will be an absolute mess to sort out who is actually in charge, so you'd be better off sectioning it off as a capital region anyways.
Working on an economic league of sorts would be better anyways in many respects. It would be something Marexan/Leelkase/Dir could get onboard with. They would never join an Hiraab state, but they would be up for am economic cooperation plan and regional alliance sort of deal, Marexan have made many such deals with HG clans in the past.
