There is a conflict of interests inside the govt, the govt is influenced by two wings: dam jadid and mudug group

Guys who have links to them: chief of the army, commandant of the army, chief of the intelligent, chief of the police, minister of resources(he has mudug wife) and the deputy of information
When the pm was in turkey, these guys had a cabinet meeting led by the resources and they nominated a committee among them to host the jubba conference in xamar!!
Now think carefully wich wing has reached the agreement

Of course the president is divided between these two wings so removing saacid and replacing him for example with farmaajo will change abit the balance, most of damj jadid officials and farmaajo have relations
Dam jadid can't go futher than farmaajo for a political reasons but the president has also some national advisors who advise to widen the stake holders in order to get more regional support.
Also, the Resource Minister was one of the ministers handpicked by Hassan Sheekh and very close to him for obvious reasons...and considering the quite evidently very pro Hassan Sheekh regime constituency he represents, it sounds a bit dubious he would be involved with the groups your mentioning

Hassan sheekh has no problem with any person, rather its between his teams!
Minister of resources was the post-sharif ministerial candidate of hiiraan and I made two threads about him before hassan sheekh was known!
What happened is that hassan sheekh suppported this because they knew eachother and abdirisaaq was the HOL editor from canada where he spent over 30 years so all the somali intellectuals were a friend of him.
The minister is too close with the interior who is his wife related to him
President hassan supports such cooperation but the interor has clashed with hiiraan elders and the minister has sided with him so he lost his popularity in there...the president understands this so in his last visit he didn't take with him the resources he also sends to there the defence and the director of the ministery of interior
Btw abuukar baale was the director of the interior ministery for 5 months but the interior has replaced him with the guy who is now the chief of the intelligence who is one of their mudug dependents before he had his current job.
Farmaajo has more relations with dam jadid so they can team up.

I always laugh and am confused when I see Sahal big up some Qaxooti Jadiid group as if they are world movers and shakers or some dangerous illuminati group bloody hell. These guys are nothing but Qaxooti Politicans who all beg for EU donar funds and are paid for them. They don't have any sort of special power, every single person at the top of this Gov was handpicked by the West or regional powers.

Ok. Personally, I think Farmaajo is competent and it wouldn't irk me if I saw him occupying the PM office, we'll wait and see.
Btw the elders and the Resource Minister are back on good terms as of last week. Word has it he flew them over to Xamar a few days ago and organized a meeting with the President who assured them of no fiascos and the new admin in Hiiraan was theirs to elect. Odayaasha returned happy, that's all they wanted
