MOGADISHU, Somalia - Heavy fighting between government soldiers and insurgents killed 51 civilians and three soldiers in the capital Friday, witnesses said.

Witness Ahmed Nor said he saw the bodies of three soldiers lying in the road. An Associated Press reporter who lives in the area saw the bodies of three civilians, including a local restaurant owner killed by local insurgents.

Thousands of Somalis died last year in fighting between Islamic insurgents and the shaky Western-backed government and their Ethiopian allies. The insurgents received support from Ethiopia's archenemy Eritrea after they were chased from the Somali capital in December 2006.

The intense battle spread out across three districts in the northern quarter of the capital Mogadishu, with Ethiopian troops expanding into insurgent strongholds for the first time in weeks.

The fighting, which lasted for more than an hour, ended after Ethiopian soldiers withdrew back to their bases at the ex-pasta factory and Stadium Mogadishu, witnesses said.

Overnight Sunday, four people including a Somali soldier and 28 insurgent fighters were killed after rebels attacked a government checkpoint.

By sundown, a cease-fire struck between the transitional government and the city's dominant Hawiye clan, which is fueling the insurgency, appeared meaningless, and any semblance of civil order that existed seemed to be disintegrating.

Somali insurgents waging war on the country's transitional federal government are responsible for the continued presence of the Ethiopian army in the country. the parliament Speaker said today.

"If we return peace to our country [Somalia] and uphold the law, then Ethiopian troops or other foreign troops will not be in our country," Speaker Madobe said.

"The so-called 'anti-government group'...I don't believe this [anti-government] is their intention, but they are the group who want to keep Ethiopian troops in our country [Somalia]," he said.

On Tuesdy, the U.N. refugee agency said its staff reported that Mogadishu was divided in two - the deserted north, and a calm south.

The streets of northern Mogadishu are so empty during the day ... literally only a handful of people can be seen," the U.N. refugee agency said in a statement.

A spokesman for the Islamic Courts, Sheikh Ibrahim Suley, said the real death toll from the weekend violence in Mogadishu was much higher, and talks with the government had been consequently postponed indefinitely.

"The Ethiopians killed around 200 people and kidnapped 160 others including 41 Koranic students...We will continue fighting the Ethiopians and those under the protection of their tanks. We call on them to repent," Suley told Reuters.

"It is never possible to hold talks with those who killed our people. We had dialogue with the U.N. over the withdrawal of Ethiopian troops and now we decided to put that on hold."

MOGADISHU, April 23 (Reuters) - Residents fled the Somali capital Mogadishu on Monday, adding to a growing humanitarian crisis as government forces backed by Ethiopian tanks stepped up efforts to crush Islamist-led insurgents.

At least 70 people have been killed in more than a week of fighting that has driven tens of thousands of Somalis from their homes, residents and aid workers say.

Human Rights Watch said in a report released today "Ethiopian, Somali and insurgent forces are all responsible for rampant violations of the laws of war in Mogadishu, causing massive suffering for the civilian population"
