I don't see how these 'talks' could ever be successful. Whatever the ICU wants, the TFG isn't willing to offer, so what's the point? :?

Exactly... TFG cant do anything without Ethiopia.. ICU wants Ethiopia out and USA doesnt wanna see any dude with a beard and short pants running around..
