I reckon your having hard time comprehending what 'Allgedo' is trying to attest to in Somali, so let me rephrase that for you in English: in early 1975, Siad Barre announced a decision by the Supreme Revolutionary Council (SRC) and the Council of Ministers to give equal rights to women in several respects, including equal inheritance rights, a move that led to protests by Islamic leaders; 10 clerics were made an example of for defying this new law Barre had signed in to law by the way.
Now that this is clear, what does the Qur'an say about equal inheritance? This is according to chapter al-Nisa:
"Allaah commands you as regards your children's (inheritance): to the male, a portion equal to that of two females" [4:11]
True most of the rulings of Islam apply to men and women equally, but as far as this versa goes it's clear that Siad Barre defied Allah's revelation when he stubbornly insists on claiming that men and women are the equal to that respect. As they say sxb, "when your in a hole stop digging" cause I doubt you can save Siad Barre anymore faces by calling me incompetent and what not.
The fact is Somalia practiced "scientific-socialism" of Karl Marx during the years of Siad Bare's dictatorship. The concept of scientific-socialism brought about restrictions upon personal, economical and political freedoms. All citizens were to be treated equally in regard to Karl Max's ideology, but equality in that sense was incompatible with our beliefs and it was by brute force he came to pass of such laws. Hence the 10 clerics who were killed for pointing out that there were distinctions made between the sexes in Islam after he stubbornly insists on claiming that men and women are the same.
