From what I have seen Cali_Gaab, every clan is obsessed with gaining the Presidency, dominating all the other clans, and pillaging whatever meagre economy the country manages to produce. If the whole obsession with the Presidency was rendered so that, were a clan to fight and lose many of its menfolk to gain such a powerless position, it would make further fighting for the Presidency pointless.

This is done by devolving as much governmental power (which shouldn't be much anyway) to the country sized administrations as possible. Let them fight over the city's mayorship and ruin their own little corner, instead of bringing misery to every corner of the country.

At least, that is the theory. In practice, one only needs to be armed enough (difficult), have sufficient numbers (difficult) and be determined enough to throw out the government and install a dictatorship.
