My propsal for United Mamuul Goboleed of Somalia

Each Mamuul sends one representative to the national Shirweyne, which establishes the legislative body of a new government. This representative speaks on behalf of the state government and the governor of each Mamuul and is appointed by the governor. The governor may replace this representative at any time.

Governors are selected by the following process: Each town or city district in the Mamuul is given 1 vote for every 100 people in the town and that town decides how the town will vote in a town or city district shir held annually. The winner becomes the Governor. The governor then appoints his cabinet who he can replace or dismiss at will. The governors term is exactly 365 days long, with a shir held to decide his replacement at 360 days into his term.

The Amir of Somalia is elected (or re-elected) by the Shirweyne on the first of every month, when a confidence vote is held (by show of hands). If the confidence vote fails to gather 3/4 of the Shirweyne, the Amir will motion for a vote of confidence on a new Amir of his choice (again by show of hands). If this does not achieve 3/4, the Amir's choice will choose another who has not been voted on, and so on until a new Amir with 3/4 of the Shirweyne is chosen. If none of the members of the Shirweyne can get 3/4 of the Shirweyne to support them, the Amir remains the Amir until next month.

The Amir then appoints his cabinet who he can replace or dismiss at will.

All laws passed by the Shirweyne require 2/3ds of the Shirweyne to agree (by show of hands). Amending the constitution requires unanimous consent of all members of the Shirweyne.

The power of the Amir is limited to Foreign Affairs, International Treaties and the National Army, and receives its funding from the Mamuuls based on their financial circumstances.

Regarding Somaliland, referendum on independence in exchange for recognition of border of Somalia including SSC region, plus every year Somaliland and Somalia meet on July 1st to discuss reunification.

To be honest it's a bit of a stretch to include Puntland in this even, the part of Somalia that believes in a federal Somalia largely stops at Galkacyo

IF YOU WERE A MAN OF HONESTY, YOU WOULD'VE INCORPORATE YOUR BOGUS MAP THE AWDALITES, NOT TO MENTION THE ENTIRE REGIONS OF NORTH-WESTERN SOMALIA, SINCE YOU SAID "MAMUUL GOBOLEED OF SOMALIA", THUS 'SOMALILAND' IS A MAMUUL GOBOLEED OF SOMALIA WHICH IS ONLY THE ISXAQ DEEGANS.
