And for those of you who don't know, the Transitional Federal Government has a Charter for the Somali Republic that is the equivalent of a constitution to which the nation is governed. On that note the rule in forming state governments is:
CHAPTER FOUR
THE TRANSITIONAL FEDERAL GOVERNMENT

ARTICLE 11

1. The Transitional Federal Government of the Somali Republic shall have a decentralized system of administration based on federalism.

2. The Somali Republic shall comprise of:-

a) The Transitional federal Government.
b) State Governments (Two or more regions federated, according to their free will)
c) Regional Administrations
d) District Administrations
So of the already declared known state governments, which state can honestly say they are in full control of two or more regions?

declaring mamul out of a single town hall event with the local tol sing guulwade faarax for you is easy.but anyone knows a real mamul needs the support of its constituency,military prowess to protect/enforce its presence and even a scholarly articulation and most importantly it has to be chosen by its people through a conclusive process/shir.and it seems to me that out of all the newly sprung mamuls only SSC means business and have all the above factors.the other copy cats need to prove themselves on the ground if they wanna be taken seriously.if not,they will die out with the time.just like makhir.

All these regional states that are popping up everyday from every corner only proof that Somalia is not ready for a federal system.

PL is not the only one that Amin left out of the his illustration. Dooxada, Waax iyo Waadi, Dooxada Shabelle are not up there either.
