Nope, hiiraan is also landlocked. Anyways galgaduud doesn't got port nor does mudug. Landlocked or not the towns will develop, I mean lock at Caabudwaaq, the highway built by siad barre doesn't go past it, but still Caabudwaaq is the biggest town in Galgaduud.
