Nope, hiiraan is also landlocked. Anyways galgaduud doesn't got port nor does mudug. Landlocked or not the towns will develop, I mean lock at Caabudwaaq, the highway built by siad barre doesn't go past it, but still Caabudwaaq is the biggest town in Galgaduud. If we developed without main road we don't need port.

I just looked at the map and Mudug has a coast and Hiiraan doesnt. my bad and according to wikipedia there are the districts in the province

From a Northern perspective, I have to admit that Cabudwaaq is indeed LARGE. In fact, it's amongst the only 3 cities in CENTRAL Somalia that is known.

1. Cabudwaaq
2. Beledwayne
3. Baidoba.

There is a famous Somali proverb in Ceerigaabo:

"Allow, ya intu gugursada Cabudwaaq ku geya"

Translated as in:

"Oh, how luck you would be, if you get married and resettled in Cabudwaaq".
