Puntland hires Ex-Congressman to persuade Conoco to Return

At a cost of $10,000 per month, Puntland has hired a lobby group to persuade Conoco-Phillips to reactivate its activities in Somalia. The lobby group, Moffett, was also responsible for passing the US-Morocco Free Trade Agreement on behalf of the Moroccan government, among other big achievements.

A former member of Congress is lobbying to bring a major oil company back to Somalia.

The Moffett Group, headed up by former Rep. Toby Moffett (D-Conn.), has been hired by the Puntland State of Somalia to encourage ConocoPhillips to reinvest in oil-rich tracts of land the company owns in the region but abandoned in 1991.

"I don't want to kick the daylights of Conoco. I just want to ask them what their plans are," Moffett, chairman of the firm, told The Hill.

Under the contract, his firm’s compensation is $10,000 per month, according to Moffett. The agreement lasts a year.

Located on the very tip of the Horn of Africa, Puntland has been an autonomous state since 1998.

Documents filed by the firm with the Justice Department say Moffett and others will represent the Puntland government before the Obama administration, Congress and other U.S. entities.

“It will work towards the goals of promoting peace, security and political stability in Puntland through socio-economic development and helping Puntland benefit from its own natural resources,” the documents say.

Also included with the Justice records is a June 7 letter from the president of Puntland, Abdirahman Mohamed Mohamud Farole, to Moffett.

The letter says ConocoPhillips abandoned its oil exploration activities in Puntland in 1991 when the Somali central government in Mogadishu collapsed, leading to 20 years of civil war and splintered government.

“The peace, security and political stability in Puntland can be sustained through socio-economic development, such as better schools and hospitals, construction of public infrastructure, light industry, and job-creation. As such, it is a matter of urgency that Puntland needs to benefit from its own natural resources, including potential oil reserves,” the letter states.

The letter asks Moffett to help find “a tangible solution” to ConocoPhillips’s “inactivity” in the country.

Moffett said he plans to contact Conoco to ask them about what they plan to do with their oil interests in Somalia.

“It needs to develop them. Yes, we're going to have conversations with Conoco and politely ask them what their plans are,” Moffett said. “Depending on what they plan to do, they may face questions from Congress and from NGOs, asking why they are sitting on natural resources that could help Puntland when the country is struggling so.”

Moffett said he is familiar with senior figures tied to Conoco. Ruth Harkin, the wife of Sen. Tom Harkin (D-Iowa), and Ken Duberstein, former Reagan White House chief of staff and chairman and CEO of the lobby firm, the Duberstein Group, serve on the oil company’s board of directors.

Moffett will have a difficult case to make.

Security is an issue in the region where armed gangs and pirates are prevalent and have attacked oil company officials in the past. But Moffett points to a new deal reached between leaders of several regional Somali governments, including Puntland, which is designed to put a long-lasting national government back in place.

“It is not without merit, that position,” Moffett said, referring to security concerns. “I think the historic agreement is going to change that so that Puntland will be even more stable. It gives the Obama administration and U.S. companies a foundation for reexamining the situation.”

Waste of money. Conoco, nor Royal Dutch Shell, nor Chevron, nor any of those major oil companies are going to legitimately re-enter Somalia until a meaninful government is born. Conoco doesn't need to be persuaded, they would be the first to do it if it was legitimate for them to "legitimately" be involved in Somalia. These oil companies spend a large sum of their revenues on marketing and advertised, and the last thing they will do is hurt their name by publicly being involved in civil-war Somalia.

I hope my fellow bros who were with me in the Federal Somalia under MJ tutelage camp follow suit. We need to support our Somaliland neighbours in their recognition bid, if they support ours. We need to pull the hell out of Somalia walahi.

We need to get rid of the name 'Somalia' altogether, it's a severely damaged brand name that scares the shit out of potential investors.

You know, I never thought about the whole name thing. I mean, for at least the past year I've told everyone I met that I am from a place called "Pwenet" next to Djibouti. But on a bigger level, I never thought about how severe the damage of Somalia's shit-stained name bore on us. That alone gives me reason for us to split. For a long time I did support federal clan states so the idea of "Somalia" or "Somali identity" would die altogether so each Somali could claim their local clan state back home as their ethnicity, I would be a "Puntite," Hutus would range from "Galmududians" to "Mareegites" and so on. Yeah, I totally agree and this article highlights how damaging the name "Somalia" truly is. Imagine if the Conoco execs were just dealing with Puntland alone and not Somalia, they'd go back in a heartbeat. I think Puntland has garnered enough interest over the years to get some major support for independence - I know UAE would not blink for a moment, and they could use their oil ties to win over dependent states like India.

Eaxctly, Somalia is a dead name sxb. People will always associate it with death, destruction and hunger. Even if I was pro-Somalia now, I would opt for the name Cush or Pwenet for the name of the new federal ex-Somalia.

The reason why many Puntlanders are reluctant to break away is because we have a deep connection with the South, we are Southerners. Moreso, especially the old guard feels we're giving up if we try to break away, not realizing that Puntland as an independent country can always still be involved with Somalia, but from a more comfortable position.

In this regard, Somaliland's 20 year long bid for recognition is a blessing for us, the world is already sympathetic to their cause, because you can't knock a guy who is getting its act together while his brother in the south refuses to whipe his own ass. If the two unrecognized republics of Puntland and Somaliland support each other and join efforts and make 100% clear that joining the rest of ex-Somalia will never be an option, we will be recognized. The fact that TWO regions want to split from ex-Somalia will move things sxb.

That's why it's important for you Somalilanders to have Puntland split as well, because the rest of Somalia wants to get rid of us anyway, and when we get the green light, waaba khasab idinkuna inaad Somalia ka goosan kartaan.

We support the self determination of the people of Puntland if they want an independent Puntland or Whether they want to be with in a future federal State one thing i know for sure is the Hawiyes Will never allow a Daarood to rule Their Mogadisho ever again. do you remember when Abdilahi yusef was the president every time he arrived in mogadisho either Explosives were thrown at him or Car Bomb would go off. And When Nuur Cade arrived in Mogadishu he would get a red carpet treatment . i know Amongst the Daroods the Majeerteen are the the most ambitious but they will get a hard times in the future if they ever want to install them selves as the new leader of Somalia. Can you imagine if the oil is found what that would mean for the people of that region i don't think puntland wants to share their oil with the rest of Somalis :lol:
