CAPE TOWN (Reuters) - The break-away African nation of Somaliland has huge hydrocarbon potential but is virtually unexplored, an African oil conference heard on Tuesday.

Hussein Abdi Dualeh, Somaliland's mining and energy minister, said the country was off investment radar screens not least because many people did not even know it existed.

But he told delegates at the annual Africa Oil Week series of conferences that geography and geology highlighted its oil and gas potential.

"There is very high potential for considerable reserves of hydrocarbons in Somaliland but it is one of the least explored countries in the region," he said.

He said even by the East Africa's under explored standards, Somaliland was a frontier with only 21 wells drilled.

But he noted that the geology of Somaliland was similar to oil-rich areas across the Gulf of Aden.

East Africa have yet to produce a commercially viable oil source but gas discoveries off Mozambique and Tanzania have prompted lots of interest though the region remains largely unexplored.

Oil discoveries would be a cash boon to Somaliland though hydrocarbons have often proven to be a curse to African nations as the opaque nature of the industry often breeds corruption.

Somaliland declared its independence from Somalia in 1991 but has not been formally recognised internationally.

Actually there is no oil in Sanaag there is oil in parts of northern sool and in saaxil region berbera and there is oil in Awdal all over Somaliland is full of resources. :sland: :up:

Much of the oil is in Sool, Snaag and Cayn. I don't think that idoors can steal Darood Dhulbaante land and resources without serious blood bath

Galia since when are you the darood or harti spokes men or spokes woman should i say :lol:

There is no oil in sanaag maybe in the eastern top

as you see on the map oil is in the saaxil region and parts of sool and togdheer

You can lie to me for all i care but just pray that Darood Dhulbaaante don't find out that they are sitting on huge oil resources which Somaliland wants to steal :lol:

Khalid,

I believe Somaliland needs to change its siyaaso. First of all, it should rejoin the union with the South. After which, it will create a government that it likes in Mogadishu. Then it signs an agreement to decide the fate of the Union in 5 years. During that time, it remains part of Federation until a referendum in 2016. After that referendum, Somaliland can get its independence just like South Sudan which had the support of Western Oil companies.

it can create a Government it likes in Mogadisho and there were talks before some of your tribes men were in hargeysa i think you know who i am talking about , president Siilaanyo and his Kulmiye government has a clear foreign policy towards Somalia which is to encourage federal states in Somalia that are friendly towards Somaliland and its people its going good so far the break through will be after 2012 when the TFG transitional period ends and where it goes from there.The Somaliland government already suggested to host a peace conference for Somalia last year but siilaanyo told the US state department in washington he cannot deliver what they expected they suggested him to hold a conference in Hargeysa but that was unfeasible due to many factors .But Abdi wahaab bare in mind the future of Somaliland is not just about oil and resources it's to secure the interest of the people of Somaliland which comes first. But what you suggests that goes against the very own foundation of our republic.

CAPE TOWN, Nov 1 (Reuters) - The break-away territory of Somaliland is open for hydrocarbon business and has a message for investors worried by its rough neighborhood: this is not Somalia and pirates here go to jail.

Hussein Abdi Dualeh, the minister of energy and mining, said it was unfair to lump Somaliland with lawless Somalia, where pirates have captured oil tankers and headlines.

"We have no navy to speak of but what deters pirates is the prison sentences they get, 25 years or more. We have been successful in catching them with limited resources," Dualeh told Reuters on the sidelines of an African oil conference.

"We have over 100 pirates in our prisons," he added.

Dualeh earlier told the conference that Somaliland, which declared independence from Somalia in 1991 but has not been formally recognised internationally, had seen almost no exploration but had huge potential with a geology similar to basins containing 9 billion barrels across the Gulf of Aden.

He said three firms -- London listed company Ophir Energy , Asante Oil and Prime Resources -- had just signed deals with his government under which they will have 18 months to explore, conduct seismic tests and identify wells.

Ophir has a track record in the region with gas discoveries off the coast of Tanzania.

Only 21 wells have been drilled in Somaliland, making it under explored even by the frontier standards of the region, where the oil and gas industries are in their infancy.

The minister said a number of big oil companies with permits to operate there left what is now Somaliland in the late 1980s and declared force majeure during Somalia's escalating civil conflict.

"We are talking about the big boys like Chevron , Conoco . We asked them to come back for years but they would not. Now it's a clean slate," he said, adding they must reapply for permits or concessions.

"It's been over 20 years so they no longer have a legal interest in Somaliland," he said.

Offshore East Africa has yet to produce a commercially viable oil source but gas discoveries off Mozambique and Tanzania have prompted great interest.

Oil discoveries would be a cash boon to Somaliland though hydrocarbons have often proven to be a curse to African nations as the opaque nature of the industry can breed corruption.

Dualeh said he had recently been to Norway and preferred its oil revenue model to Nigeria's, where tens of billions of petro-dollars have been stolen or squandered over the decades and oil dependency has undermined other sectors of the economy.

"Norway is a model we can at least aspire to ... they have managed to protect their other sectors without letting oil crowd them out," he said. (Editing by Anthony Barker)

I remember in 2007 I was in some building that was fenced, I am assuming it was Somaliland old parliament building. I don't remember because I was not interested in anything political that time. Anyways, I was with my uncle, who was a UDUB wasiir and he was in his office. I went out the door and two other wasiirs I met with the day before were talking about some $80,000 they have aquired from the money left over from some water project that was being done. Anyways, one of them has a Konfuur wife and the money was spent on building her and her kids a home in Galmudug and that he would shortly accompany them. The other wasiir was talking about how he got some land near the Hargeisa airport had how the owner of the land was first being uncooperative about pricing (the owner lives in Netherlands). Then he starts talking about his business he has in Xamar and how he needs more funds to buy more machinery and how he might dip into the state coffers again. Then he goes and remembering his childhood in Xamar and that "inshallah" he will move back. His very good friend is managing the business as he owns the other half.

I seriously doubt the Somaliland govt believe in their cause. Corruption is one thing but when you have ministers of Somaliland planing of moving to Xamar To retire is another.

My only regret in life is not recording this conversation because no one ever believed me
