Puntland Signs $750 Million Dollar Railway Project

Hafza is planning the rail link to the proposed Free Zone at Werdẽr, Ethiopia may include the following elements:

1. A standard line development using Electric/Diesel locomotives for transportation of (mainly) freight to and from Wardher (Werdẽr) in respect to the proposed free zone port at Gara’ad, Puntland, Somalia.

2. The rail line in the State of Puntland will commence from Gara’ad and will take the most direct and effortless construction through Galcaio to the Ethiopian border at the City of Goldogob.

3. HAFZA rail will terminate at Goldogob and shall continue to Werdẽr as an Ethiopian rail link for international freight without the need for clearing Gara’ad Customs. Arrangements will be negotiated for HAFZA to also extend the rail link to Werdẽr if acceptable to the Ethiopian Government.

4. The total HAFZA line once built, will be a free zone designated area from Gara’ad/Goldogob and return for international tax free transit of goods. Rail track map can be viewed here or in the left sub-directories.

5. While the goods are within the HAFZA rail facility (on international sea/air freight arrival or departure) from Gara’ad, they will remain tax free pending passing to Ethiopian control at the Goldogob border for further transit to Werdẽr for release by Ethiopian Customs.

6. Any international sea/air freight arrival at Gara’ad for delivery within Puntland/Somalia shall be taxed upon release from Gara’ad Customs.

7. The Gara’ad and Werdẽr free zone areas shall be extended to allow business to develop in those free zones boundaries to operate free of tax for transporting those goods manufactured therein for international delivery (similar to below).

8. Security for the rail link will be provided by HAFZA throughout the Puntland Journey between Gara’ad and Goldogob using local security personnel provided by the Puntland Government and HAFZA. The lifting of the arms embargo to Somalia as mooted by the UN will be helpful in that regard. The security for Ethiopia between Goldogob and Werdẽr shall remain the responsibility of the Ethiopian Government, unless otherwise arranged with HAFZA.

Interesting. I just read a little about HAFZA's involvement in PL. It is spearheaded from Dubai. They currently pay PL gov't $30 million annually to maintain a 33-year construction contract on 10 different "free zones" in the state.

We'll see how this whole HAFZA project goes.

We'll see how this whole HAFZA project goes.
They suspended the project pending tfg and puntland have some sort of agreement and guarantees that assets will be protected. Funny thing is farole hasnt even told them to re-engage and that a punt-tfg accord has been reached and their assets will be safe-guarded and to begin construction!!!!

I want to see oil and hafza infrastructure projects kick-starting side by side while signing agreements to lease our blocks for the offshore oil, iron and other minerals. We need have these two big babies working side by side because the benefits this will bring is just undescribable!!!

Hafza is funding it a dubai based firm, just like how dubai is funding our military modernization program oops i mean anti piracy taskforce :)

Ethiopia plans to launch cross-border public transportation service with three neighbouring countries Djibouti, Kenya and Sudan.

Diriba Kuma, Minister of Transport, told Capital that the Ethiopian government has signed the agreement with Kenya to begin shared cross-border public transportation. “After we finish making the asphalt road, we will begin public transportation between the two nations,” the minister said
The two countries have recently secured hundreds of millions of dollars from the African Development Bank to build the road. Diriba said, Ethiopia is in the process of signing an agreement with north Sudan and they already have agreed on the general framework. “Currently the document is in the draft stages and we think the deal will be finished by early 2012,” he explained.

Sudan and Ethiopia are already connected through a high quality road, which is currently mainly used to import fuel from Sudan. The agreement allows for mass transportation, to utilize the road to transport citizens. Previously, most use small cars or airplane to commute. For now, most people using the highway appeared to be from Sudan, according to sources. Bus transportation will reduce costs, making it easier for the general public to travel between the two nations.


According to Diriba, the Ethiopian government wants to expand cross country road transportation with other neighbouring countries as well, such as the newly formed South Sudan and Somaliland.

Waiting to see where " Puntland has signed a 750 million $ project " for a rail road between somalia and ethiopia , of which the ethiopian gov is not even aware . :lol:
