Between the Somaliland and Puntland model, I favor Puntland. If Kismaayo is made capital, we would be like Somaliland where the prime city is capital but if we make Baardheere or Bu'aale we would be like Puntland which is more stable in my opinion.
If Kismaayo is made capital, think it would be less stable and economic development in the land less equitable. Obviously Baardheere is the best choice for capital as it is a city right in the middle of Jubbaland and where all the major clans have some history. It will also be a symbol of shared unity and purpose with a Baardheere that is considered a town for all rer Jubbaland.
Are you kidding me? Puntland barely exists except in certain cities, cities liek Garacad, Eyl, Galgala and others barely have any state presence. Somaliland is much more stable and actually has an expansive police network that can deter piracy and rogue militias. Puntland only exists in Garowe, Galkacyo, Carmo and Bosaaso, the rest of the cities have no state presence or have limited state presence. Why do you think piracy thrives in Puntland and Galmudug but not in Somaliland?
Hargeisa has seen unprecedented development ever since its advent as capital of Somaliland, increasing urbanization and a highly diversified community it serves as a much better example than the administrative capital of Garowe which is not as urbanized and is a highly tribalized city where even Dhulbahante elders are barred from visiting. Somaliland also has a vibrant democracy while Puntland has an autocratics system where a subsections of the Mohamad Saleebaan clan share power, whilst ignoring the rest.
I think your high on crack if you dismiss these points.
