I believe it is the worst case scenerio. I would even have a shady like Sharif Hassan because at least he will move things. Sheikh Sharif is not suited to run a village. He is ignorant, inefficient, and ill-equiped to ever call himself "president" of Somalia again. He is the worst case scenerio followed by the corrup Sharif Hassan.
It really depends on the dimension you are living on. On Dimension Qabaa'ilia we can consider him ineffective to run a sheep far. In real life this man is perfect for what Somalia needs in the short term. I would prefer to have an intellectual Prof for president like Samatar however since there are underlying constraints that make it impossible for any individual to run on merit alone Sheik Sharif is sufficient for:
1. Driving the remaining shabab out of the country
2. Keep Faroole happy and appeased
3. Strengthen relations with Somaliland
4. IC is not threatened
5. AMISOM and IGAD finds him flexible and they are all dictators in the first place.
As much as i hate this buffoon, his capacity to become the next Ceydiid to retain power is as lethal as his inability to run a state. With Tarsan on his side and loyal murderers, he has the manpower and support to make Xamar the assassination capital of the world. The senseless killings of prominent people in Xamar might just be the beginning and not the end. The only way this guy can be stopped from power is if and when he losses to be exiled to a neutral country.
