Lists Power dynamics of TFG in 2010
Highlights corruption of top members of governments and lower
Highlights the need to replace both Sharifs
Highlights Sharif and Co, in not being interested in Reconciliation, and Good Governance
Calls for a Forum to discuss the next phase of the transition (Road-Map, and Signatories)
Calls for a new Parliament consisting of a maximum of 275
Puts forward the idea of Using Elders to establish the Next Parliament
Calls for a more educated Parliament

This has pretty much been the international consensus. Notice almost all of the recommendations have been adopted including:

-Making the path to transition beyond just TFG control and into a wider forum (states such as Puntland, Galmudug, Ahlu Sunnah, etc brought in as co-equals to TFG)
-275 max parliament
-Elders were used to name parliament
-Parliament criteria included education and in fact on average they are well educated
-The UN's own organs have damned the TFG officials (my guess is action will come when they are out of power to prevent them from spoiling
-Sharif Hassan has been made powerless with Sheikh Sharif to follow very soon
