Marehan & Ogaden unilaterally reach deal to govern Kismaayo.

This is a transitional administration until Jubbaland formation will be finalized. The alliance that tookover Kismaayo and Lower Jubba region (KDF, Ras Kamboni, and Govt. troops) have agreed to this power-sharing administration that will be rotational every 20 days.

I know this will be bad news for people like GrandMuhalifu and Hutu, who wanted to see war in Chismayu. It is not perfect, but so is everything that is as a result of a committee. What happens but I hear KDF, RasK and SNA make a unilateral decision to set up leadership in Chai town.

The meeting resolved for establishment of a two tier administration. In that, tier one will comprise of the chair, his deputy &10 assistants. Two of these 10 assistants will each be in charge of a department. The departments include: Security, Economics, Justice, Social and Relief.

Tier two will comprise of working parties, each having five personnel in the departments stated above bringing the working number to 25. It was unanimously agreed that leadership would be rotational after 20 days

The Mtng also agreed that, findings of the IGAD mtng in Nairobi will supersede any arrangements that may be existing in Kismayu presently. The working parties will be meeting meet every alternate days to brief the committee on the situation progress.

The security situation in Chai town is steadily improving with more militants surrendering to AMISOM forces.

Movement in and out of the town continues to be monitored at control points erected outside the town.
Kismaayo24 radio says it was agreed Ahmed Madoobe (Ogaden, head of Ras Kamboni) will be chairman of this council first 20 days, his deputy will be Raadeer (Marehan, deputy commander of the Govt troops).

After 20 days Raadeer will be the chairman of this council, and Madoobe his deputy. It will keep alternating like that until the Jubbaland State formation is announced.

If there is a Marehan or Ogaden committee member, his deputy will be from the other clan and after every 20 days they will switch at the seats.

This is actually something I wouldnt mind supportin, with a clause with eventual withdrawal of KDF :up:
