PM Shirdon appoints leaner cabinet and promises to rebuild war-torn country

MOGADISHU, Somalia – Somalia’s new prime minister has named a leaner cabinet as the country attempts to establish its first fully functioning government after decades of anarchy.

Abdi Farah Shirdon on Sunday announced the appointments of 10 cabinet ministers, downsizing the executive from the previous 18 in the transitional government whose mandate ended in August. He said his government would restore security and rebuild Somalia’s economy.

Shirdon appointed two female ministers, including the first female Foreign Minister Fowziya Yusuf Aden as well as Maryan Qasim who was appointed Public Services Development minister. Somalia has been ravaged by war for two decades after warlords overthrew a longtime dictator in 1991 and then turned on each other. The government, backed by African Union troops, is currently battling islamist extremist rebels linked to al-Qaida.

Somalia: PM Shirdon appoints small cabinet consisting of President Hassan allies

MOGADISHU, Somalia Nov 4 2012 (Garowe Online) – Prime Minister Saa’id Farah Shirdon announced the Cabinet of Ministers consisting of 10 Ministers defying the 4.5 formula, Garowe Online reports.

At the Presidential Palace in Mogadishu a presidential decree was released announcing the new Cabinet in which 3 Ministers previously served under Prime Minister Mohamed Abdullahi Farmajo.

The undersized Cabinet required that some Ministers hold two positions as this is the first time that the cabinet defies the 4.5 power sharing scheme among Somali tribes.

When former Col. Abdullahi Yusuf was the TFG President the Council of Ministers held 42 offices but was scaled down to 36 in 2006 and finally to 18 in 2010 but never infringed the 4.5 power-sharing scheme.

The unaccustomed cabinet brought more changes than just size, Fowzia Yusuf Haji a former diplomatic official and academic, was named the Deputy Prime Minister and Minister of Foreign Affairs, a first in Somali politics.

Minister Fowzia also formed a political party in Somaliland that was rejected by the Somaliland electoral commission. She also founded a Somali language TV station.

Abdullahi Haji Fiqi who served as Minister of Security under Prime Minister Farmajo, was returned to his former position.

Maryan Qassim who also served under Prime Minister Farmajo as Minister of Women and Family Affairs, was named Minister of Public Affairs on Sunday.

Prime Shirdon announced last week that the Cabinet of Ministers would be named last Thursday.

According to government sources, the delay in naming the Ministers was due to differences between Prime Minister Shirdon and Presdient Hassan as to the number of Ministers.

The sources also said that the two had disagreed over some of Prime Minister Shirdon’s choices.

The Cabinet share close ties with President Hassan Sheikh Mohamud who was elected in September after defeating former President Sharif Sheikh Ahmed.

“It’s clear to notice that President Hassan had a lot of influence in the selection of the Cabinet,” said the government source.

Prime Minister Shirdon gave a statement to press after the announcement.
“I chose a small strong Cabinet which will push Somalia in the right direction,” said Prime Minister Shirdon.

President Hassan was pleased with the new Cabinet that took almost a month to be partially announced.

“I’m very pleased with this historic new cabinet, and I believe that we have moved in the right direction for Somalia” said President Hassan.

The new Cabinet will have to be approved by the Federal Parliament.

There are 10 more Deputy Ministers and 5 State Ministers that have to be selected to complete the Council of Ministers.

OdaySomali what is worse is that key ministeries have been 'put together' in large scale mergers and each department will have a under-secretary directly appointed by the President in which the Prime Minister has no say on it. This undersecretaries will run all the departments and are accountable to the Presidents office, who will name each of them. They're secret executive 'ministers'.

The Prime minister has been duped to name four of the most important ministeries who are in line with the President's thought's and religious sub-grouping of the new blood of the splinter group that comes under Al Islah Al Islami.

For example:

The minister of public service the ministry is split into three sub ministires with each having a separate under-secretary.

A. The Department of Health which was formerly the Ministry of Health

B. The Department of Women and Family Affairs.

C. The Department of Education which was formerly the Ministry of Education and Higher Learning

This undersecretaries are second-in-command and they're appointed with a separate Presidential decree.

He is Fiqi, the new Defense Minister. Raxanweyn/Dabarre. He was Farmaajo's Defense Minister and widely credited for being the first serious Defense Minister since 1991. According to the PM's reason for renomination, he paid money on time, boosted morale, and responsibly took his post's seriousness.

i am impressed with this cabinet and i can say for the first time since 1990 somalia has a more professional (looking) and educated cabinet than Somaliland.
i hope they work as good as they look.

I like that number. 10. 10 ministers. I love that number.

Perfect size. Not bloated. Not small. Just right. I like this Presidente and his team. Very presentable. Look reasonable. Look fair. Look sharp. Even though all of em are personal friends, I will ignore that. I guess the PM and President had to pick people they knew very well. People they could trust. And I can understand why they picked people they personally know as opposed to people they don't personally know.
