What happened in Garissa was truly saddening but how exactly is Mr. Haji at fault? He couldn't have prevented it and the only thing left for him to do is fix the issue which he is doing.

He is the Minister of Defense ! These men come under his control. He claims to be from Garissa and they shid all over his home town. He recruited so many boys from Garissa to the KDF, Ras Kiamboni, and Azania. He knew what his men were capable of doing and could have ordered his men to cease and retreat back to their barracks as the KDF are not police and not in their mandate to do policing functions.
