Quite simple. He needs to issue directives that require all vessels headed to Berbera, Bosaaso, Kismayo and Mogadishu pay their customs duties to the Somali Government prior to them departing to Somalia. The government collects the funds and if SL or PL want to jack other fees, well its up to them.

Last I checked Faroole hardly visited Bosaaso because of Sheik Atam

funny how President Faroole is in Bosaso right this now.. and he was there more than two weeks now

just today he was in Bandar qassim Airport Bosaso, for the expansion of the airport

Not really, setting an agenda is important. Acting on it is a whole another case.

It is highly uninteligebt to set unrealistic and unattainble agendas though. Before he was dealing with angry folks from jubbaland now he has angered more people. He needs advisors because he seems to be doing everything wrong.
