Nope not until the HG claims to Jilib, Kismayo, Barawe, Merka, Qoryoleey, Afgoye are okayed in any deal. If this Jubbaland deal is going to move, the HG need to have 30% in the power sharing deal.

Apart from Jilib and Kismayo, the other towns are outside the proposed J/Land state line.
Furthermore, how many H/G reside in J/Land?

We can't negotiate with the duqon daroods,
