The newly born and elected Federal Government has been given a mandate on behalf of the organic representatives of the Somali people, and the signatories of the Road Map, Garowe 1 & 2 accords, and other treaties, to be the legitimate and Permanent Representatives of Somalia and to rule by the provisional Federal constitution. The President and his council of ministers headed by the Prime Minister, with the legislative branch headed by the Speaker of Parliament, have been entrusted to begin this long road to a functioning government.

There has been several issues of contention as of late, that needs to be addressed, and I on behalf of the government shall address them.

Regional Administrations:
The federal government has the right to name leaders of regions, until such a time as the people can elect their own leaders through the voting box.

Lately people have been chastising the President for wanting to name his own administration for places such as Kismaayo. They have claimed the president is going against the Federal constitution. I would challenge these people to prove where it says that the President can't do this, and to prove that there has been any elections by the people to choose their administration. I also would like to remind you that the cities of Mogadishu, Baidoa, Beledwayne, have all been administrations chosen by FG of Somalia or TFG.

The other issue is how to deal with Puntland, Galmudug, Jubbaland, Ahlul Sunnah controlled areas, etc. The government is not at a time where it has the power nor the mechanisms to deal with these regions. There is no laws that define the relationship between state and federal powers, and there is no power to enforce them either.

Therefore, the government will pursue a limited or non-engagement policy. It would not do well to have the government start engaging these regional administrations while it is not on par with them, nor can ask of them anything. The initiative must come from them.

Somaliland:

The federal government is determined to have a unified Republic of Somalia. This is inline with the Federal constitution, and the desire of the people of Somalia, and it's international partners. Nevertheless, it does not wish to pursue it through coercion or international pressure, but good-willed diplomacy. We are committed to continue the talks, and to increase them as they should be; but because of dire and urgent circumstances, we have failed to continue them. For that, we would like to thank Somaliland's patience, and we want to recommit our desires to have them. Hopefully Somaliland will be present at the Somalia conference in London, and the two Presidents can meet face to face.

Let us figure out what the constitution says and what is current situation of Somalia.

Article 48 Section 2:
No single region can stand alone. Until such time as a region merges with another region(s) to form a new Federal Member State, a region shall be directly administered by the Federal Government for a maximum period of two years.

This is the Article in which the president derived his legitimacy of his right to name his own administration for Kismaayo. The Lower Jubba region did not have an administration after the ousting of Shabab, nor does it have one now, but only a Kismaayo administration. The President of course being new to politics, over stepped the limitations of his realistic powers. It was a tough lesson for him to learn but he did it aptly. He made trips to both Kenya and Ethiopia, got new deals with them, and got Ras Kambooni to be more cooperative, they (Ras Kambooni) got to keep their transitional-administration, also the president got two members into the IGAD delegation for helping up a regional state and Somalia being the head of that delegation of IGAD. Also, keep in mind that IGAD is only there to help facilitate the setting up of governance in the south and not to usurp the governments rights, IGAD and the Somali Government have a deal with written understanding.

As for Puntland, that is not the case. Puntland and the Federal Government do not have a normal relationship, and are quite independent from one another for the time being. The President has no authority over Puntland because of the constitution:

Article 142. Existing Federal Member States in Somalia
(1) Until such time that all the Federal Member States of Somalia are established and the adopted Federal Member State Constitutions are harmonized with the Somali Federal Constitution, the Federal Member States existing prior to the provisional adoption of this Provisional Constitution by a National Constituent Assembly shall retain and exercise powers endowed by their own State Constitution.

Why is reer Warsame Diini against the Somali Federal Govt?

The president, who was elected into office with Qatari money, should concentrate his efforts in stabilising the south.

1- cancelled all but four military "general" rank promotions decreed by Sh. Sharif
2- cancelled all national real estate and buildings given to other countries and somali business men by sharif.
4- cancelled all exclusive government contracts awarded by sheik sharif
5- called in all diplomats and fired all those are not qualified
6- asked every gov official to bring in his/her current resume. (a lot will be sacked)
7- for the first time gov officials have been arrested for corruption and embezzlement.
8- Most of the country is under gov hands now

the list goes on and on.

Indeed, Waryaa, most people can't fathom the turn around this government has made as compared to the previous administrations. They actually intend to make effective governance, and are learning, reading, listening to every avenue that they can benefit from. There is a wide berth between Shariff's corrupt and ineffective government and this one.

Soon there will be a conference in Mogadishu to start working on the judicial system and the laws that will dictate the working relationship of local governance to state governance, and other areas of law.

I heard another great thing they did was making sure that different ranks in the Army get different salaries. Before everybody got the same salary $100 which was ridiculous. Any sort of semi educated person in Somalia would not join it as they can make that money doing something else. Now a officer gets $500, which will motivate even educated people to go into the Army and quickly move up the ranks, which will mean slightly more educated people signing up instead of the typical mooryaan.

Some people qabyaalad aa googooysay so they can't live without a dose of swearing at the government or the sight of a President resigning or a Prime Minister being fired. They suffer from a condition called Somali Civil War Politics Syndrome...its like qaat, destroying our society.

Murax, that's true - sal/benefits increase with the rank.

Kismayo's current caregiver, Ahmed Madobe may come to Mogadishu and the president has agreed a reciprocal visit to Kismayo. If everything is cleared and they do this, it will anger a lot of folks on both sides of the fence.
