I notice the PR has not visited anywhere outside of Villa Somalia after the PM was named and the PM has not left the country since being named. The President has visited Beledweyne and Baidoa hen he was consulting with who to name as PM but since he has only been to Villa Somalia, airport, and parliament while the PM has crisscrossed the country and empowered the reach of government in the land.

Under the constitution the President is Head of State and the PM is Head of Government.

Where bilateral state to state matters have come into play the President as Head of State has been given space.

Where internal matters between government and people have come into play only the PM has been given visible legitimacy.

The President signed and brokered treaties between Somalia and other states where the PM has signed and brokered treaties between Somali government and how it legislates in the country.

This is a really interesting dynamic which existed but has come into play recently after Ahlu Sunnah, Puntland, and Galmudug (original Roadmap entities with TFG) have given loyalty and legitimacy to the new Federal government through the PM's efforts.

The PM is picked at the pleasure of the President but he serves at the pleasure of Parliament whether through confirmation or vote of no confidence.

There is no constitutional or legal compulsion that forces the PM to work at the President's interest. None except goodwill, friendship, and positive working relationship between them.
