i would say madoobe for these reasons
he manages the conferences farsamada
Kenya and puntland will be funding the conference.
Not bad actually i dont think the govt would have been done better except they want to give the vice president to a different clan also middle juba admin to a different clan.
But this adminstration though it will represent kismayo and that the govt is not going to a appoint an admin in there it wouldnt have influence out of kismayo.

according to their plat form, two subclans of one clan will take the posts of president and vice president.
Two different clans will be candidates of the speaker post
the majority of the member cabinets will be from the marginalized clans of different clans
Army leader also from these clans the marginalized ones

Lower juba governor to be from raas kambooni
kismayos mayor post and the port managing will be for two subclans from puntland
