Article 9 states, “The status of the capital city of Somalia shall be determined in the constitutional review process, and the two houses of the Somali Federal Parliament shall enact a special law with regards to this issue.” The PFC submitted to Parliamentarians in September 2012 has this addition before the clause: “The capital city of the Federal Republic of Somalia is Mogadishu”.
Also Article 199 that discusses the amount of petition signatures that could initiate the amendment of the constitution was also altered from 440,000 to 40,000."

The Constitution of Puntland in its edition of 2001 called for a multi party political system . In 2001 !
