Do you guys think this would clear all the confusion. If the parliament enact laws, then everybody would be happy right.

Its like America. The Counties officials, the State gov't and the Federal gov't. I like the Fact that, the gov't only proposed and asked the Parliament to have the Final decision. They can edit, they can add and they can delete anything to their proposal.

Lets not forget that, Saacid's gov't has a strong backing on the house and this would probably be passed.

hawiye wants a decentralized federal states, with a strong federal government in the capital with some shared power in the region.
Daarood want swiss model federalism with lose federal states with strong federal states Puntland Jubbaland as leverage against the entity in Xamar.
From a legal point of view the constitution indicates neither, but this will be very interesting out tribal states are about to be formed.

and why would this have to be Hawiye/Darood preference? What about all the other Somali Clans? Don't they have a choice on how their country would be govern? They never Count Miyaa? As far as I know, Hawiye + Darood have the same amount of MPs as D& M + Dir. So I do not think the whole country would be rule by Hawiye Darood Wishes. They might have the loudest politicians but parliament Votes is one MP one Vote. Allaah Aclam.

They are the largest tribes in Somalia, these 2 tribes have ruled Somalia there has never been another president only from those 2 tribes.
It dont matter the other tribes are basically irrelevant in this , DM there are many of them but they are not politically relevant. Although hawiye have the upper hand because of the 4.5 Dir and hawiye will most likely vote in the same way the same with a section of DM. So the parliament will always be in favor of hawiye since hawiye holds the president and the capital. They can bribe allot of Mps.
