the solutions to the mudug fiasco:
1. reconciliation among all sub clans
2. it should be split into two - middle mudug and lower mudug
3. galkacyo should vote for which of the two mudug to choose from, losing side will be compensated with a new city
4. border between two mudugs shall be at the edge of one side of galkacyo depending on the results
