Democratic system of 18 regions run by governors

Postby FMK » Sun Jun 02, 2013 7:38 am

Oh Lord, don't let the tragic-comic character that runs the Garowe enclave take us into a road of confederacy. This road that leads to destruction, will make our current fractures perpetual and leave our wound unhealed and permanent. Sooner or later they will have to put us out of our misery, it wont be pleasant.

I blame our politicians for our current predicament especially the regional one's with their lack of restrain and discipline. Through the Americans dual process, they have decided to run the central government from their regional capitals. For these entities the central-government is a dirty word and bad proposition.

Without the central government our dirty laundry will always be in the view of the world. I also want to reiterate that this project is not a Mogadishu one, but one that belongs to all of us...what we need to achieve together is to implement the trinity of governance with decentralised Institutions, competent people to run them, and good policies.

My vision tells me that we should also abandon the 2.5 Maamul Gobooled rule and instead turn it to a more democratic one that involves all the 18 regions, this rule only favours PL and leaves all other players/stakeholders disquallified.

A more democratic system of 18 regions run by elected governors/chief ministers with power of taxation, judicial, policing and incarceration, education, health and regional development, helped by elected regional assemblies is the better alternative. Each city will also have an elected mayor.

This system will stop the clan curving up that is going on now, which will also worsen once Al shaabab is removed from the picture. Also stop this poor imitation of "SL", it only reinforces their cognitive dissonance.
