Do you think Somalia should revitalize relation with Russia?

The Somali Foreign sectary wants to revitalize diplomatic relations with Russia due to the soviet union influence back in the 70's but then again they are supportive to Ethiopia which could worsen relations.
I think if Russia wants to start real diplomatic relations with Somalia, Somalia should sell their uranium for their army expertise and equipment or maybe equipment for the air force or navies. I admire Putin personally too,

Somalia should be neutral on world stand. We should be active in African Union and handle our business. We should have allies from the west & from the east (russia,iran,china). The more allies we have, the better
