Before you ask them out you have to 1. Sideline them, 2. Bring in other forces. We can't ask Kenya to up and leave, who will fill their place? So their grand strategy is to bring in more troops from other countries like Uganda, Burundi, Sierra Leon, etc. to the lower Jubba. That has already started with the troops from Sierra Leon. While continuing to do this we have to remove them from command in Sector 2, which is what is being asked for, slowly taking the reigns from them. A good strategy that will take some time but can bear some fruit.
