The agreements were agreed on by the delegates from both sides. It doesn't really specify anywhere if Hassan Sheekh or Shirdoon are calling the shots. It's a collective government decision as far as everyone is concerned.I don't understand how Somalia works, ok Hassan is in talks with Siilanyo, I think that is good, but can he just concede the management of Somali air space to an openly hostile renegade region ? no, also why is he making these executive decision, isn't it the Prime minister's job.
Puntland should do what they do best, calaacal their lungs out.

Honestly speaking, revenue from control of the countries aviation won't amount to THAT much in a small country like Somalia, even though I would imagine that both groups would insist that everything be split evenly.It is about the economic aspect and sovereignty.Somaliland advocated for a joint committee from Somaliland and Somalia to administer the airspace of former
Somali republic since day one rather than Mogadishu which is not possible as all UN flights were banned when they handed over control to the Mogadishu based
government solely, it was the government in the south that was resisting thinking Somaliland's airspace can be controlled from Mogadishu, I administer my side
and you administer your side, that is how it ended. The government based in Mogadishu has learned the hard way that it won't administer the airspace of
