Actually Sahal it was no victory for both sides it was just a compromise
Before the talks i said they would agree on a joint committee which is just on technical level to manage the airspace of the 2 sides and now we know its being based in hargeisa .It would be a victory for Somaliland if it was allowed to manage its separate airspace . it would be a victory if Somalia would separately manage the entire airspace and the seat of this office would be in Mogadishu instead of a joint committee. But they took a compromise each side gaining , Somaliland allowed to manage with Somalia the entire airspace of the former Somali republic and their office to be seated in hargeisa. Its just a compromise, its no real victory for either side.
