meel kale ka raadso your provisions - The President speaking to the police.
Now I am not sure $100 is enough for anyone. We keep talking about the diaspora pitching in, how come no one has gone and created a system which allows this? Something transparent which can be independently audited.

the problem is when you send your money they will recieve in cash like they at the moment. when you cash being handed out its easy to steal the money. so if we going to do that hand the money to dahabshill or something like that. then they'll go in say their name and take their mishaar. this way you cant have curruption. farmajo and abdiwli gas did this i heard somewhere

is it per week $100?. If it is per month then i dont think that is closer enough to pay for rent let alone food and other expenses due to the high cost of living in mogdishu with high inflation rate, But it is a start i guess waxba waxbeey dhantaa as they say.

It was the military not the police that the President of Somalia was addressing.
He gave it to them good. Much needed and anticipated speech from the president.

It was an interesting speech by the president in his usual colloquial style. Aside from the style of his speech he highlighted the many problems that plague the military. It's lack of institutionalization, "norms" which he meant by a procedural system, corruption, lack of disciple, no one held to account, etc.
BV, as for your opening statement, I don't really know where you got that from. The President has never come out so blatantly belligerent to his military. Instead they are trying hard to pay the salaries in a timely and systematic way. In another speech he made he highlighted some of the reasons why there have been so many irregularities, and one of the reasons mentioned was because of donor countries. The salary of the soldiers was promised by a few donor countries EU and US. Now these countries do not always make the payments in a timely fashion and in a systematic way, this causes all kinds of havoc for the SFG. Knowing the absolute necessity of paying soldiers the President and the PM have promised to allocate any income that comes into the government's. Priority will be given to the military first and all civil servants and institutions second. They also promise to pay on the 15 of every month to every soldier. This has already been implemented in several areas, Gedo being the most remote.
Now the most important thing about this new policy is that money that was coming from donor countries originally will still be given to soldiers. Meaning that 100 dollars from the government on time, plus the donor money, which should make salaries go up twice.
I believe that the government is showing some confidence in taking such a bold action, and I very much welcome it.

PO I got it from the speech he gave which was broadcast on SNTV, loosely put that's what he was saying. The audience were people in uniform I assumed it was the police but apparently it was the military. It's great that they're getting paid and regularly at that but my point is that if we as the diaspora invested in our own country then we wouldn't be as dependent on aid.

Yeah there was no sugarcoating. I think it's time for us to start pitching in me thinks.

Well honestly he has, every major somali center in the diaspora he has asked them to donate money. My brother who was in dubai the same time as him in March said he was asking 20m to support the salaries. But that as you can understand no one really trusts the gov yet, too much corruption, you rather donate to your qabil projects that way if there is stealing it's going to your qabil. But the ggovernments problem is that it doesn't properly tax, it only has a few resources outside and the ports.

They're trying to build systems as fast as they can so they can get the most money possible from the new deal donor meeting in Brussels this fall.
