What services does the government provide for there to be a bureaucracy? Serious question.
Nada. I moonlighted as a consultant to one of the Ministries. It had many ghost workers. There were no records to a point they did not know how many staff they had nor any records. The Ministry had nearly 4 Ministers in less than 5 years. With the exit of each Minister, the little funding they had was absconded with and the departing Minister would write promotions or add additional staff. Sadly, they didn't even have any financial systems nor even a budget.
Why do people still want to work without regular pay ? Its because they live on hope and become entrepreneurs in corruption. I remember if I needed any paper work or stuff to be done, I had this dude I used to pay money to go there, get all the docs signed and would deliver it to my office in Hodan. He was my loyal unofficial staff member and used to look out for me.

The state of higher education is mixed. Its great that there are new institutions but the MoE has ZERO capacity to evaluate them. The quality of teaching varies greatly and even at the Tier 1 institutions, the quality is average. We have too many diploma mills.
It was a critical mistake by the Gurguurte regime not to have a full Ministry for Education or Health. These two departments are APOLITICAL and all donors are more likely to provide support in these two areas as its less political. Its hard to argue against funding kids to go to school or get medical treatment.
