With reference to the public statement by H.E. Abdirahman Mohamed Mohamud (Farole), the President of Puntland, on the occasion of August 1 celebration held at Puntland State House in Garowe – and in line with policy recommendations issued on July 24 by the Puntland Joint Ministerial and Parliament Committee Puntland Government hereby suspends all cooperation and relations with the Federal Government of Somalia (FGS).

Since its establishment in 1998, Puntland has endeavored to build and strengthen public institutions, law and order, and delivery of basic services to the people of Puntland, whilst contributing positively to reinstituting a viable and re-united Federal Republic of Somalia since 2004. Puntland has expended critical support to reinstituting a united and federal Somalia, by investing in terms of time and energy, manpower and materials, financial resources, and political obligations for the sake of peace and rebuilding of Somalia.

The expected outcome of such noble effort was a new Somalia that is sovereign, federal, united, and democratic. However, since September 2012 when the current FGS came to office in Mogadishu, the fragmented country has been plunged back into a vicious cycle of violence, displacement, clan animosities and polarization, political disputes, and a complete disregard for the country’s genuine Provisional Federal Constitution
(PFC), as signed page-by-page in Nairobi on June 22, 2012, by Somali Roadmap Signatories and co-signed by UN Special Envoy as guarantor. UN Security Council Press Statement on Somalia, of July 25, 2012, recognized the genuine PFC and “welcomed some of the recent progress on the Roadmap and its associated agreements, including the June agreement of the Nairobi Protocols and publication of the new draft Constitution”.

Nonetheless, in the spirit of promoting a viable reconciliation and nation-building process, Puntland advanced political dialogue with FGS and hosted Prime Minister H.E. Abdi Farah Shirdon in Garowe (March 9-11, 2013) and President H.E. Hassan Sheikh Mohamud in Garowe (April 28-29, 2013). The Puntland President has also written official letters to FGS leaders in Mogadishu and the UN, condemning the tampered and illegal constitution, which was distributed to Lower House of Somali Federal Parliament on September 7, 2012.

Puntland welcomes UN Security Council Resolution 2111 (July 24, 2013), encouraging the Federal Government of Somalia to set out “a clear political process toward implementing a federal structure in line with the provisional constitution”; Puntland also welcomes the Communiqué of IGAD Heads of State and Government of May 3, 2013, establishing the Principles of Engagement, including “Respect for the provisional constitution of the Federal Republic of Somalia”.

However, contrary to agreed principles and general expectations, the Federal Government of Somalia has engaged in the following damaging activities:

1. FGS rejects to implement and adhere to genuine constitution and a constitutional review process;
2. FGS refuses to honor March 11 Agreement with Puntland;
3. FGS shifts focus away from fighting Al Shabaab extremists, the real threat to peace in Somalia; 2 of 2
4. FGS involves in clan conflicts that entrench continued misappropriation of private and public properties and community lands, and social injustices in Banadir (Mogadishu), Lower Jubba (Kismayo), Middle Shabelle (Jowhar), and Lower Shabelle (Merka) regions;
5. FGS rejects sharing of power, resources and foreign aid granted in the name of Somalia – even as little as scholarships – with the States in a transparent and accountable manner;
6. FGS rejects to address financial crisis caused by the shortage of Shilling banknotes in Somali markets, as Somali banknotes issuance is a Federal responsibility;
7. FGS enters into maritime security agreement, infringing upon Somalia’s national sovereignty;
8. FGS supports instability groups responsible for public incitement and political unrest in different regions of Somalia;
9. FGS neglects national reconciliation by rejecting to address community uprooting and the subsequent misappropriation of public and private properties and community lands, as a result of civil war conflict and social injustices in the early 1990s; and 10. FGS misrepresents Somalia and the Somali people at international forums by failing to present to the international community core national issues in Somalia.
Consequently, Puntland Government hereby suspends all cooperation and relations with Federal Government of Somalia (FGS) until the Federal Government:
1. restores and adheres to the country’s genuine Provisional Federal Constitution;
2. consults with the Federated States regarding the constitutional review process, federalism and national security matters, in accordance with provisions guaranteeing the constitutional rights of Federated States; and
3. ensures transparent and participatory mechanisms for fair distribution of foreign aid granted in the name of Somalia.
Until above-cited matters are satisfactorily and definitively addressed, Puntland Government shall exercise rights and powers enshrined in both Puntland Constitution and Provisional Federal Government of Somalia, and Puntland Government shall be the sole representative of Puntland State in all matters in domestic and international arenas.

Recommendations for Somali emerging States, regions and political actors
1. Advocate for genuine Provisional Federal Constitution, which guarantees implementation of federalism and the constitutional rights of States, in order to re-unite Somalia;
2. Establish formation of Federated States in a voluntary process through community reconciliation, as enshrined by the Provisional Federal Constitution; and
3. Institute effective security apparatus to combat Al Shabaab extremism and other threats to peace and stability.

Recommendations for International Community
1. Agree on a clarification of Provisional Federal Constitution (PFC) of Somalia, as mentioned in policy documents and public statements;
2. Facilitate rebuilding Somali National Forces in different zones of Somalia for future re-integration, to ensure representational balance, coherence and integrity;
3. Ensure mechanisms for fair and balanced distribution of all international assistance granted in the name of Somalia; and
4. Give urgent attention and intervention to the ongoing community uprooting and social injustices in Lower Shabelle region conducted with the complicity of Federal Government and allied militias, leading to desperation, entrenching community grievances, and spreading radicalization of communities to bolster extremists like Al Shabaab.

In an official statement, Puntland accused the internationally-backed government in the capital Mogadishu of undermining the federal constitution and of ignoring "national reconciliation" efforts.

It also accused Mogadishu of rejecting the fair "sharing of power, resources and foreign aid" among Somalia's multiple regions.

"Puntland government hereby suspends all cooperation and relations with (the) Federal Government of Somalia," an official statement read.

Relations would only be restored if Mogadishu "restores and adheres to the country's genuine provisional federal constitution", as well as consults over security issues and ensures a fair distribution of international aid across Somalia, it added.

There was no immediate response from Mogadishu.

Semi-autonomous Puntland, which forms the very tip of the Horn of Africa along the Indian Ocean coast and the Gulf of Aden, has recognised the government in Mogadishu but runs its own affairs in the region.

Central government, backed by a 17,700-strong African Union force, is struggling to impose its rule over regions following the pushing out of Islamist Shebab fighters from parts of southern Somalia.

Puntland is only one of several Somali regions to oppose central control, from the breakaway republic of Somaliland along the Gulf of Aden, to statelets such as Jubaland in the far south, where rival warlords claim control.

While relatively stable compared to southern Somalia, Puntland also hosts pirate gangs on its coastline as well as multiple militia forces, while the Al-Qaeda-linked Shebab operate in its rugged Golis Mountains.

Puntland's leaders first declared it an autonomous state in 1998, seven years after the collapse of Siad Barre's regime in Mogadishu touched off a cycle of civil unrest which has yet to end.

(Reuters) - Somalia's semi-autonomous Puntland region said on Monday it had cut all ties with the central government in a likely setback to efforts to pacify the Horn of Africa Country as it emerges from two decades of conflict.

Puntland accused the Mogadishu government of refusing to share power and foreign aid with the regions in line with the country's federal structure, as well as taking its eye off the fight against al Qaeda-linked Islamist militants.

"The fragmented country has been plunged back into a vicious cycle of violence, displacement, clan animosities and a complete disregard for the country's genuine Provisional Federal Constitution," Puntland's administration said in an official statement.

"Puntland hereby suspends all cooperation and relations with (the) Federal Government of Somalia."

The election in September of President Hassan Sheikh Mohamud, a political newcomer with a background in reconciling clan feuds, was seen as a vote for change.

But he has struggled to overcome acrimonious clan politics, corruption and a stubborn Islamist insurgency. Somalia's neighbors and foreign powers fear a return to civil war in a country long seen as a launchpad for militant Islam.

Mohamud's cash-strapped federal government exerts little authority beyond the capital. How to divvy up power between the center and regions is a thorny issue that the provisional constitution failed to address.

In a country where clan loyalties rather than ideology determine political support and access to resources, analysts say Mogadishu is reluctant to hand power to the provinces fearing a breakup of the state. Meanwhile the regions are demanding more autonomy.

Puntland's move raises the prospect of other regions following suit, in particular Jubaland in the far south where dozens of civilians have been killed in recent fighting between two rival warlords who claim control.

Puntland said it would only resume normal relations with Mogadishu when the central government respected the country's federal structure. There was no immediate response from the federal government.

Puntland has largely avoided being caught up in successive Islamist insurgencies although its shores have been a haven for pirates. But al Shabaab rebels, squeezed out of their redoubts in southern and central Somalia by African peacekeepers, have slowly infiltrated Puntland, regional officials say.

Somaliland, on Somalia's northwestern tip, declared itself independent in 1991 shortly after civil war erupted, but it is not an internationally recognized as a sovereign state.

This news caught wild fire, it's being reported in all major news outlets.

Faroole's timing was just perfect. If the mooryaans in Xamar want to play silly political games, we will bring down the whole Dawlad we build for them in Xamar and watch them go back into anarchy and fight for blocks of Mogadishu.

The de facto autonomous northeast of Somalia, Puntland has long been a region of relative stability, mostly avoiding the worst of the Ethiopian and African Union invasions and the fighting surrounding the self-proclaimed central government’s attempt to claim control over the nation.

Puntland officials have announced today that they are severing all ties to the central government, however, amid growing centralization efforts within the would-be national government, whose own territory extends only to the city limits of Mogadishu.

The statement cited Mogadishu’s disregard for the Provisional Federal Constitution and its unwillingness to share foreign aid that was supposed to be for the whole country under terms of the federalist system that is supposedly in place.

Other regional governments in Somalia have sought to carve out independence, but Puntland has simply sought a measure of autonomy within the context of a federalist system. Their officials say that they will resume ties once the Mogadishu government indicates that it is willing to respect that system.

Losing Puntland is a blow to the government in Mogadishu, which is led by 57-year-old president Hassan Sheikh Mohamud and exerts very little control over Somalia, relying on military support from Western governments, such as the United States, to keep rebels from the Al-Shebab movement from overrunning the capital.


Al-Shebab has declared that it is fighting to overthrow the federal government and institute sharia, Islamic law.

It took a lot of deaths and Destruction for people in Xamar just to accept Dawlad being a reality in Xamar after 21 years. May god bless the hard work of A/Y.

Now Faroole will teach them to Respect Federalism and the Rule of Law and the way we wrote it.

It's a teaching curve but wallahi the lesson will be taught, one way or another. :mrgreen:
