Dawlada Federaalka wanted an interim administration with the gov't in-charge of the ports which will then pave a way for inclusive Permanent administration.
It seems both Sides seem to have certain requirement that they could not get over with. The gov't delegation will go back to muqdisho while Kismaayo administration will go back to Jigjiga then to Garoowe.
