It's not the usual aid pledges which were channeled via NGOs, nor is it cash money. Example, if the government wants to build roads, funds for different regions, refurbish schools or acquire gear for the intelligence sector...they will be given access to those funds. Plenty of money to go into relaunching the defunct Somali Airlines :som:

It's aid money which we have to pay back someday so I wouldn't call it welfare. Were just borrowing 2.4b from the EU 8-)
