no. because the agreement was only with one side so it doesnt state a federal state!
i told you before this and you didnt believe when i said nothing states that the agreement was with a federal state......them D&m have been told to waite too but they dont wanna waite so the same clans will be in this new administration!

President Hassan excluded S/hoose and S/dhexe because of the reason of joining the two Shabeele to create a federal state that will act as a fortress for Xamar (Capital and where the FGS government lies).

In short answer, Xamar is a Citadel and S/hoose and S/dhexe is its fortress!,.... all this has a reason!

Brother this is politics, Jawaari said all Six Gobol for the reason of not sounding biased towards Hawiye and also to bring Madobe to the negotiating table, and once they do bring him to table and start the process of building a federal state they will by then drop or exclude S/hoose for a political reason from the 6 Gobol unification for Federal state!

NO. He is just supporting their initiative as a political card but has his own plans for the two shabeele with banaadir located between them.

In other words he doesn't mind to compromise with them in lower shabeele as long the same goes for all regions!
