There isn't even any evidence that there is oil there, people are fighting over hypotheticals, but Kenya and Somalia both have contracts with the CNOOC (Chinese National Offshore Oil Corp.), Somalia signed theirs with CNOOC back in 2004 under the Cabdullaahi Yuusuf Axmed administration, something that went remarkably unmentioned. Kenya signed theirs even earlier.
